About the Author
Dr. Waters is a retired police officer with over 22 years of security/law enforcement experience. As a school resource officer (SRO), Dr. Waters developed the Ten List concept by observing correlation between teaching specific laws (rules) to school-aged youth and reduced school violence. Subsequently, the associated reduction in school violence suggests that education can impact legal behavior.
Since 2003, the Ten List has been used as an instructional aid in public and private school settings to stimulate civil character, reinforce good conduct, and reduce conflict and fighting. Youth appear to respond positively to instruction about good (legal) conduct. In the K-12 environment, the Ten List can help to fill gaps in strategies designed to promote legal behavior, and school, and public safety.
Dr. Waters has a bachelor’s degree in radio, TV & film, along with a master’s in criminal justice from the University of Maryland and a Ph.D. in business administration, with a specialization in homeland security from Northcentral University. He believes it is imperative to bring criminals to justice, however crime fighting should not be victim-dependent. Passionate about the role of education in reducing crime, in the twenty-first century, the Ten List is a fundamental tool to developing crime fighting strategies that are not dependent on victimization.
